Senate Report 93-549
On March 9, 1933, President Franklin Delano Roosevelt signed into law Public Law
1, and placed the entire country into a declared state of emergency. It is from this
single act that the so-called "alphabet agencies" emerged. It is from this unique
criminal act that FDR put the final nail in the coffin, with respect to our freedoms.
FDR was the biggest traitor of them all!
A state of emergency is traditionally only declared when a country is at war.
Officially, during a state of emergency the Constitution is temporarily suspended.
This is due to the fact that war may require that certain actions be taken by the
government or military, actions which would ordinarily be considered beyond their
scope. A state of emergency is never intended to be a permanent condition.
According to federal policies, another reason for declaring a national emergency
exists: to deal with a national financial crisis (though what constitutes such a crisis is
nowhere defined in law). However, just because federal officials say something is
permissible in law, does not make it so.
"...no Act of Congress can authorize a violation of the Constitution."
Almeida-Sanchez v. United States, 4 U.S. 266
"All laws which are repugnant to the Constitution are null and void."
Marbury v. Madison, 5 U.S. 137,176
"Where rights secured by the Constitution are involved, there can be no rule making
or legislation which would abrogate them."
Miranda v. Arizona, 384 U.S. 436 (1966)
"The general rule is that an unconstitutional statute, though having the form and
name of law, is in reality no law, but is wholly void, and ineffective for any purpose;
since unconstitutionality dates from the time of is enactment, and not merely from the
date of the decision...
No one is bound to obey an unconstitutional law and no courts are bound to enforce
Sixteenth American Jurisprudence
The Trading with the Enemies Act, signed into law by President Woodrow Wilson on
October 6, 1917, specifically exempted Americans from the definition of the "enemy."
Under this World War I emergency measure, German citizens and citizens of
countries allied with Germany were considered to be the enemy of the United States.
This was a justifiable, if unconstitutional reaction to an existing state of war between
our country and Germany, because it was always possible that Germans living in
America might engage in sabotage or espionage.
The behavior and activities of these "enemies" of the United States were strictly
regulated by the federal government and its agents and representatives through the
issuance of licenses, permits and registrations.
What FDR did with Public Law 1 was to resurrect the 1917 Act and redefine the
"enemy" to include the American people! That's right. FDR declared war on the
American people!! Read Public Law 1.
He has abdicated government here, by declaring us out of his protection and waging
war against us.
Declaration of Independence, 1776
I am amazed at how many of the complaints identified in the original Declaration of
Independence exist in America today.
President Clinton continues to violate the Constitution and our highest Laws of the
Land, by signing Executive Orders which circumvent and sometimes outright ignore
the will of Congress and the will of the people. His infamous Executive Order 12919,
signed June 3, 1993, places all resources during a state of emergency into the
hands of six members of the Administration. Most notorious is that in such an event,
all water resources are handed over to the Secretary of War (excuse me, he is now
called the Secretary of Defense). I don't know about you, but I don't want my survival
dependent on the Secretary of War who, after all, is only a public servant.
If you think me unnecessarily paranoid, consider this fact: devices currently exist
which are capable of shutting down your car's engine at the push of a button. I do
not think the question is whether government bureaucrats and officials would use
such devices against the American people. I think that the more relevant question is,
why should the American people allow bureaucrats and officials to wield such power?
In other words, it is not whether the Secretary of War would use his control of all
water resources against Americans who refuse to support socialism and globalism,
but that under Executive Order 12919, the Secretary of War could withhold water
from a select group.
